Community Project Funding/Congressionally Directed Spending

The map below provides details by state and by agency on the status of the FY22 – FY24 projects that Members of Congress directed to community projects:

  • Amount appropriated: Total funds designated by Members of Congress in appropriations acts for designated recipients by fiscal year.
  • Amount obligated (as of 9/30/23): Total funds recorded as obligated (i.e., commitment by the agency for the payment of good or services for a project).
  • Amount outlayed (as of 9/30/23): Total funds recorded as outlayed (i.e., disbursement of funds by the agency for a project).

Notes: There were 27 projects with designated funds for FY 2024 that served multiple states. This represents 0.33% of all projects and 1.62% of all designated funds appropriated for FY 2024. This map allocates an equal number of these dollars to each recipient jurisdiction. For example, if a $2 million project served North Carolina and South Carolina, this map allocates $1 million to each state.

The downloadable data file includes information about projects in Puerto Rico, Guam, the Northern Mariana Islands, and the US Virgin Islands. Those are the only US territories with projects in fiscal years 2022-2024.

We ensured that the color distinctions were readable on even the smallest color bars by basing 20 percent of the color bar length on the ratio of the logs of the maximum value on the visible scale and the maximum value on the longest scale. This expanded the smallest bars to fill about 8 percent of the screen. They would have filled 0.1 percent of the screen using a purely linear scale.
